Telecommuter Taxation

The New York Court of Appeals ruled that a Tennessee telecommuter must pay New York State income tax on 100% of his income. The article goes on to point out the potential national significance of this ruling. Does this mean that if the company were based in New York City that the employee would need to pay the additional city income tax as well?
